OKAY, SO.....Today when I got home after work I decided to hammer down on this project and push it along.
I drilled some 5/8" holes in the angle iron brackets so that I could mount them with Grade 8 hardware to the Aftermarket Bumper brackets

I also drilled 5/8" holes in the Winch plate so I could mount it to the angle iron brackets with Grade 8 hardware.
Once that was done, I tightened, leveled, adjusted, re-tightened, Tack Welded, removed the mount, then welded it up completely.
I did some basic grinding to clean up some welds and still need to do some more to give it a solid finished look.
I reinstalled the mount, grabbed the bumper skin, measured, measured, measured, Cut, measured, measured again, Cut, Cut....Pissed Off, Cut more.
I installed the bumper over the mount and checked the fitment. Its SOLID, and a tight fit. Now I have to trim the Silver Plastic piece that sits on top of the lower part of the bumper skin.
I want to add some light tabs on the front and also add some Shackle/Recovery points near the outer ends of the winch plate where it meets the angle iron. I did however, locate longer grade 8 bolts and was able to keep the OEM tow hook installed with the winch mount too.
In the Next week or so, I'll drop it off to get sandblasted and powder-coated, probably in Silver
