It says that I may not vote! 
I tried it, and it looks like if you've already voted in the poll you can't vote again. If that's the case, and only new votes count to break the tie, that could lead to a very skewed result I would think. In any event, it sounds like new votes are needed.
All that said, I tried to vote for Joe before I even looked at the other shot - and I do have to say that the other image is pretty nice too, from a photo standpoint (I don't pay as much attention to the truck itself). But, since this is "truck (and thus, by extension, owner) of the month" and not "image" of the month, I'll still go with Joe since I don't know the other guy.
